Emergency court eyed to rule on postfreeze disputes

President Nixon plans and Congress to create a Temporary Emergency Court of Appeals to hear cases from wage and price controls postfreeze. The White House aims to extend the 1970 act to 1973 and empower the Pay Board and Price Commission with subpoenas and enforcement tools. Virgil Day and Rocco Siciliano were discussed for Pay Board roles, while Don Sears reportedly declined a public sector seat.

Congress weighs limits and expansions on wage control powers

Exclusive staff and sources say Congress may amend White House wage and price control proposals to curb presidential power over the economy while potentially expanding it in one area. The current law allows control only for the whole economy or in cases of gross disproportional increases. A selective approach for violators gains momentum on Capitol Hill. An emergency court proposed by the President would be established by Chief Justice Warren E. Burger if legislation passes, modeled after the WWII era Special Emergency Court of Appeals for wage and price stabilizations.
