State senator accuses California of private property extortion
State Senate Minority Leader Fred W. Marler Jr. criticized California government as engaging in an unsubtle form of extortion by opposing private property without paying. He cited tax breaks for landowners who keep land undeveloped, penalties for development, and a rising use of implied dedication to claim public access. He spoke at the Biltmore Hotel to realtors in Los Angeles.
