City fights tidelands oil rights in subsidence plan
California city faces legal hurdles over conveying granted tidelands with oil rights to the United States for subsidence funding. City attorney Jacobson explains the state as trustee must consider strict trust obligations, with Legislature consent and State Lands Commission approval required. Court rulings narrow disposals, while earlier opinions allowed Navy yard projects only with state consent or court decree. The discussion weighs practical politics and legal structure under 1911 1925 1935 statutes.
