An official outlined broad effects of a large offensive on pacification programs across Vietnam. He noted widespread wounds but limited severe damage, with planners already devising rebuilding plans for devastated areas within one to three months after fighting ends. Some Americans expect tapering by July and general recovery by year end 1979, while coastal and highland areas suffer the deepest disruption, including the Batangan Peninsula where 25,000 people have been displaced and the village return program halted.
