California appraiser patronage system sparks debate
California's inheritance tax appraisers operate under a patronage setup, sparking controversy over civil service reform. Alan Post notes that paying appraisers a percentage of estates links earnings to estate size, creating economic incentives and secrecy. He cites New Mexico as a contrast with flat fees, while predicting potential $1 million in annual savings if abolished and civil service taken over.

World Fair chiefs seek BIE endorsement for 1968 exhibit plan
California World’s Fair officials seek endorsement from the Bureau of International Expositions at a Paris meeting. Glenn R. Watson, GM of the 1957-65 exposition, aims for BIE designation of the fair as a special exhibit focused on transportation and communication, covering 1968 only. The endorsement would boost chances of official national exhibits at the Sacre Pier site, with the United States largely absent among BIE members. Also noted are military casualties from recent exercises and a separate air crash death at Cannon AFB in New Mexico.
