Francis Keppel, a court-appointed master, urged President Ford to deploy federal troops if needed to enforce the court's desegregation order in Boston. He referenced Lyndon Johnson’s 1960s stance and urged action before September to uphold the law and the system of justice. The city plans to integrate about 21 000 to 40 000 students, with 18 000 already in interim busing.
