Demos block withholding state taxes in California
Republicans back Gov. Reagan plan to begin payroll withholding of state income taxes next Jan 1 but Democrats blocked the bill. Assemblyman William T. Bagley defends withholding as essential to fiscal integrity while charging political ransom from Joe Gonsalves. Gonsalves wants the $700 million first-year take used for property tax relief. Bagley calls this unconstitutional and proposes rebates of $245 million of an estimated $530 million in one-time revenue.

He urged letters to legislators and said 2,264,581 people were on welfare, with costs at 3.5 billion and 600,000 more potential additions by August 1972. He warned against a growing poverty population and urged public action.
