TOKYO AP Chuzab uro Kagita the mayor of Nara says he predicted last week's China quake by watching "quake clouds" two days earlier and warned of a moderate quake west of Japan. Seismologist Daikaku Manabe calls the cloud theory worth study. The Thursday quake near Beijing reached 6.6 on the Richter scale with no reported damage. Kagita plans to continue cloud studies after serving his third term.
