Special Class Ruled for Deaf Girl in Santa Ana

Superior Court Judge Herbert L. Herlands ruled in Santa Ana Wednesday that the Placentia School District must provide Nancy Lou Howard eight, in classes for the deaf, or show cause on June 9 at 9 30 a.m. why it has not done so. The court issued an alternate writ of mandate asked by attorney Richard Jackson for the child's father, Louis Howard. He said five years of efforts to place her in special classes for the deaf have failed and that officials insisted on costly medical tests to evaluate the child before putting her in speech development. She could not hear and thus could not learn, according to the father.
