Rail panel report prompts move toward end of strike threat
President Kennedy's panel report, delivered to him and made public, urges management and unions to pursue rapid settlement. Rosenman explains that for safety and efficiency, some firemen jobs may be eliminated with attrition and retraining, while arbitration could be used if talks stall. The 34 year dispute traces to Eisenhower era reforms and a 1962 call to remove about 13,000 firemen as railroads modernize rules.
