Draft policy tests and lottery plans cited
Collegiate draft tests end year and in March and early April this year. Results were added to registrants files at Local Selective Service boards to aid drafting decisions. Other criteria include grades class rank and department. Deferral practice favors progress toward a four year degree. Plans for more tests were deferred until future policy. A basic purpose was to give boards more criteria if policy changes draft large numbers of students. Johnson proposes drafting all graduates except certain professionals and suggests a lottery exposing 19 year olds first with older deferrals. Senate bill preserves presidential authority and possible lottery. House committee opposes random selection and may seek amendments.
