Arming of Guardsmen Varies With States
National Guard policies vary by state as investigations follow Kent State killings. California deploys unloaded weapons with ammunition kept by field commanders. Wisconsin and Maryland limit live rounds. New Hampshire and Connecticut keep five rounds with strict use. Georgia guardsmen say they act to protect property, firing only on last resort under officer order.
