Prop 5 tax change tests California Legislature power

California voters face Prop 5 a far reaching tax revision that would let a bare majority in the Legislature change business taxes and cut insurance home office deductions. CTA warns higher nondeductible costs could raise prices while opponents push for a two thirds vote to protect revenue. Other measures propose tax breaks for historic property and new public parks funding from highway land.

Speed limit facts cut highway deaths and fuel use

A claim that lowering speed limits to 35 miles per hour could save up to eight and a half million gallons of gasoline daily. It cites a 1975 comparison showing 9400 fewer highway deaths than in 197% with speed limits above 55, arguing slower speeds reduce crashes and fuel consumption.

California union plan for public workers dies in Legislature

A California Assembly committee killed a public employee collective bargaining bill for a second straight year. The measure would have allowed state and local workers to join unions and create agency shops, with a five member board to hear grievances but would not legalize strikes. Assemblyman Willie Brown faced a lack of quorum and testimony was not heard, drawing criticism from State AFL-CIO leader John Henning.
