Medi Cal Standards Proposal Aims to Cut Aid Levels

Sacramento announced a plan to change Medi Cal eligibility affecting about 900000 recipients. The state would save an estimated nine million dollars in the first year and about ten million annually thereafter, with new limits based on income and assets. Under the proposal about four percent of households would gain access to full Medi Cal services, while another group would qualify only after documented medical expenses. Department director Earl W. Brian outlined a sample family of four with home ownership, real estate valued at twenty thousand dollars, two thousand in personal property, and a monthly gross income of four hundred thirty five dollars as the new limit, subject to spend down. Personal property cuts would be from 1500 to 1200 for individuals and 3000 to 2000 for families. Allowable income would exceed current AFDC levels but stay below other aid programs.
