The SSI program born to aid the blind disabled and needy elderly faces criticism for bureaucratic delays and computer errors. Officials warn a looming backlog of appeals and underpayments worsens hardships as the program nears 4.5 million recipients and a potential July benefit rise from 146 to 157 dollars for individuals and 219 to 236.60 for couples.

In 1974 more than $50 billion in nonconstruction contracts were awarded to about 25 million workers. Only one of 13 agencies had fully evaluated compliance. Defense and GSA audited about half but approved programs not meeting guidelines. Rep Bolling called the failures mind boggling and noted agencies lack contractor lists.
