State Board Cuts Handicapped Aid Ruling By Mosk

State Attorney General Stanley Mosk ruled that the State Board of Education may cut from 3 to 1 percent the share of state aid for physically handicapped students and related classes. The Long Beach Unified School District warned the rollback would cost taxpayers and questioned legislative intent though the Mosk opinion upheld the board’s regulatory authority. The Long Beach district stands to lose over 125000 dollars annually under the policy. The opinion, requested by Assemblyman C George Deukmejian, was prepared by Deputy Atty Gen Richard L Mayers.
