A proposed California measure would bar criminal punishment or loss of rights for adults 18+ for personal marijuana activities from planting to possession. It would not repeal existing laws or stop future restrictions but allows harsher rules if public safety is endangered. Proponents including professors Germann Kenny and Jameson back the plan, with a press club news conference in Los Angeles and a target of 500000 signatures.
