Catholic School Bill Tie-in Urged by Church Leader
A Vatican-backed spokesman told a Senate subcommittee that tying private school aid to public school aid improves passage chances. Monsignor Frederick Hochwalt of the National Catholic Welfare Conference argued a single education bill could pass, but not two. President Kennedy urged separate treatment, while Morse warned he might block any bill if it includes civil rights or church school provisions. Morse planned a separate bill offering low-interest federal loans to parochial and private schools and would push civil rights measures.
