Bill would reduce Welfare strikes, panel told
A California Senate committee heard that pending collective bargaining for public employees would cut strikes, not raise them. Walter W. Taylor of the California State Employees Association argued the bill substitutes reason for strikes and would regulate labor relations for teachers, police, firefighters and other workers. The measure would allow strikes only after extensive procedures and ban them when public health or safety is at risk.
