Reform in Handling Drunks Jailing and Bail Is Proposed
SACRAMENTO Major reform of Californias approaches to handling alcoholics and jail bail was proposed to the legislature Sunday. Bills would treat the alcoholic as a sick person to rehabilitate him and reduce court and jail load. Bail reform would release defendants on their own recognizance when they will appear for trial, with automatic three day reviews if not released. Assemblyman William T. Bagley of San Anselmo said current bail is biased against the poor. Assemblyman Alan Sieroty will push alcoholism treatment legislation funded largely by higher liquor taxes. The study notes the drunk is a sick person, not a criminal, and urges county alcohol treatment centers instead of jail, with the state covering most costs and federal funds aiding. The plan would take effect two years after passage, allowing involuntary detention up to 72 hours and six months of rehabilitation.
