County Tax Takeover Would Save City but Shift Burden

City Manager John R Mansell reports that Long Beach could save about 481000 annually by transferring assessing and tax collecting to the county, but property tax bills for owners with higher improvement values would rise. Current city costs rise from 549479 to 674510 for 1968-69 and 1969-70 respectively. county fees would apply but overall city spending drops. If county assessment became basis, total taxes paid remain similar, though city assessments favor land and improvements differently. Continued on Page B-4.
