Senate Rules Change Sets New Filibuster Limits
The Senate agreed to restrict debate to one nontransferable hour per senator on the motion. If opponents persist they may force another closure vote Friday, then speak an hour on that issue. The new Rule 22 would require two thirds to end debate on rule changes, while ordinary motions would require three fifths of the total Senate to end filibusters, altering the balance between minority power and majority fate. Senators Mondale Thurmond Stennis Allen weigh in as the shift draws lines over future debate power.
