Expert Says North Koreans Had No Right To Board Pueblo

UPI reports sea law expert Capt. John R. Brock told a five-admiral court of inquiry the North Korean Navy lacked legal authority to board the USS Pueblo even if the ship were within foreign territorial waters. He noted the Pueblo’s status as an espionage vessel did not grant boarding rights and that the ship was outside North Korea’s claimed 12 mile limit at capture. The court reviewed testimony over seven weeks regarding the vessel’s capture and the crew’s 11 months in North Korea. Brock stressed warships are immune in foreign waters but nations may order a foreign warship to leave. The Pueblo was the first American warship boarded at sea by a foreign power in peacetime since 1807.

Hayakawa Urges National Probe of Dissident Campus Groups

San Francisco State College acting president Hayakawa urged a nationwide investigation of campus dissident groups at a news conference after speaking to the National Association of Secondary School Principals. He suggested the FBI may already be pursuing such probes and defended SF State’s rights to continue its academic mission amid campus unrest, warning of tougher times for schools. Colorado authorities also filed charges against four people tied to Monday night's disruption of a Hayakawa speech at the University of Colorado.
