The Chamber of Commerce urged a four point plan to attract resort hotels to the ocean front area between Alamitos and Cherry Avenues. It cited the site as ideal for resort hotels but said investment has been discouraged until beach improvements are made. Recommendations include improving drainage and waste systems, raising the beach level to prevent flooding, locating housing for delegates and determining use of city owned lots for private or public recreation.
