Ex county official surrenders as perjury case grows
Former Los Angeles County Civil Service Commission president Richard Capen, 53, surrendered on perjury and conspiracy charges linked to an exam process for the county treasurer tax collector post. A delay to March 14 was granted for transcript review. Separately, a 40 year old male nurse was arraigned for the murder of Nancy Atwater in Corona del Mar.
