Gusts up to 60 mph sent a fishing barge adrift off Belmont Pier, toppled trees, sparked a fire in an Atlantic Avenue oil area, and knocked out power in parts of the city. Dust from a desertlike housing site covered areas and painters paused work. The Weather Bureau forecasts warmer afternoons and fog developing tomorrow evening.
