Washington Governor Langlie declared a flood emergency in the western part of the state after record rainfall swollen rivers inundated streets. Ten people died and about 3 500 were left homeless while 2 000 travelers faced stranding as King Snohomish and Whatcom counties were affected. Army troops may be called if needed as state patrol and National Guard respond.
