Port Bribery Trial Reveals Big Loan to Commissioners
Charles Stillwell testified in the Los Angeles bribery trials of former Harbor Commissioners Karl Rundberg and Nick Starr that he lent them $10,000 as a business loan with no promised favors. The testimony was used to illustrate a possible common scheme and design linking prior matters before the Harbor Commission to favors alleged by prosecutors. Stillwell said he could have refused but did not, and he had not been paid on two promissory notes, though he expected repayment.
