Reagan Plan Faces School Aid Tax Battle in Senate

In Sacramento the Senate Revenue and Taxation Committee rejected efforts to restore a statewide school property tax and to lift local school spending limits. Senator Stiern said a final vote on Reagan’s billion-dollar tax plan and Moscone’s rival plan would come next week, while amendments to equalize district finances failed. The Assembly, meanwhile, passed the Reagan administration bill to regulate franchise fraud.

Welfare Reform Plan Shifts Costs to Aid AFDC

The Assembly Health and Welfare Committee approved an administration sponsored welfare reform bill aimed at increasing AFDC benefits by 18 million dollars. Most funds would come from cutting Medi Cal services for AFDC parents, while emergency medical care remains available. Opponents warn reduced medical care harms long term welfare costs and criticise welfare program administration.
