Japanese firms eye California plants in new push
Tokyo AP report says California ARB Chair Tom Quinn on a California mission in Japan says a Japanese car maker will actively move to open a U.S. assembly plant within 18 months. He hinted Honda may announce within six months amid talks with Toyota Nissan Honda and Toyo Kogyo executives. An unidentified electronics firm also eyed a 500 job plant with no pollution. Quinn cites California tax laws as a hurdle and predicts revisions soon with a governor’s announcement in two to three months.

Bill would bar LNG terminals at ports and in LA harbor
SACRAMENTO AP A bill introduced in the Assembly would bar construction of liquefied natural gas terminals at Oxnard or Los Angeles Harbor even without local officials objecting. Assemblyman Terry Coggin D San Bernardino proposes amendments favoring an offshore facility and tests onshore site Conception, with PUC rulings by September 1978. The measure would let the Coastal Commission designate an onshore site but leave final decision to the PUC. The bill faces committee scrutiny and draws criticism from Western LNG Terminal Associates president Keith McKinney, who argues the plan delays essential LNG and risks curtailments by 1980 81. Local preemption questions would be settled by removing Oxnard and LA Harbor as top sites. A rival Senate bill would preempt local jurisdiction and place PUC as sole reviewer, backed by Western LNG and partner gas companies. Coggin accuses utilities of pressuring state agencies. McKinney counters that regulations proceed as fast as allowed.
