Foster home program in turmoil in Orange County
A county report to be considered by supervisors says Orange County still lacks coordination in its foster home program. Since 1974 the system has not improved despite a 10 percent rise in demand last year and a drop in available homes from 498 in 1975 to 443 in 1976. A separate department for foster homes is proposed to recruit and train providers.
