Percy proposes NATO troop payment plan to curb drain
Sen. Charles H. Percy outlines a plan to halt the one billion dollar annual drag on the U.S. current account from American troops in Europe. The idea would swap payments into deutschmarks via West Germany and require that the dollars be spent on U.S. goods, effectively keeping NATO spending at home.
