The NLRB faces whether to limit an engineer election to the Los Angeles area or expand to Rockwell units in North American Aircraft and Space Operations East, Tulsa, and Autonetics and Collins Radio. Union officials cite six years without a majority signing up and seek action on a petition filed May 1976 by NEPA with Local 911 Teamsters as intervenor. Hearing Officer Sid Rosen studies the case as 9,000 to 12,000 engineers could be represented depending on scope.
