Signal Hill School integration backed by black residents

A Long Beach group urged the Board of Education not to appease white protesters over Signal Hill School’s racial makeup. The discussion follows years of boundary changes shifting black students toward Signal Hill from Burnett School, while Burnett sits in a black neighborhood. The board also heard a request to raise substitute teacher pay and fringe benefits, and to improve substitute handling and training.
