Sacramento unions clash as the Assembly passes a measure exempting public agencies from newspaper publication of prevailing wage rates on bids. The Senate measure cleared 41 to 26 before returning to the Senate for amendments and could save agencies about 1 million dollars annually. A separate UPI report notes the Assembly defeated in a 19 to 43 vote a bill barring liquor by the drink licenses for faculty clubs at colleges.
Los Angeles recreation and parks commissioner Ludlow Flower Jr. resigned while Francis Lederer was replaced by Mayor Sam Yorty amid furor over attacks on the department. Lederer denied knowledge of his removal. The former actor had defended staff at Canoga Park.
Sulphuric acid vapor from a ruptured safety valve at a Carson chemical plant damaged paint on 30 cars parked in a nearby lot.
