Leisure World Building Shortcuts Sparking City Debate
A Seal Beach letter to the public reveals a vague building code allowed cheaper construction at Leisure World and two tracts with 79 houses saving developer Ross Cortese over 1 million dollars. The council will have six local contractors evaluate the code and report by June 25, while emergency action substituted the Orange Empire Plumbing Code for past work and the council enforces electrical rules with no exceptions.

Secrecy Bill OKd by Brown
SACRAMENTO UP I reports Gov Edmund G Brown signed a bill adding penalties to the anti secrecy law. Assemblyman John Busterud R San Francisco proposed jail time up to six months and a 600 fine for local officials who knowingly take action at secret meetings. The 1953 original law had no penalties for secret sessions except personnel and national defense. Earlier this year Brown vetoed a clamp to void actions from secret meetings. A separate notice notes a minor earthquake shook wide areas of southwestern Japan with no damage reported.
