McNamara cites progress and limits in Vietnam war
Secretary of Defense Robert McNamara told President Johnson and advisers that political stability in South Vietnam has improved and roads once blocked by the Communists have opened. He warned pacification progress is slow, dismissed talk of a stalemate as ridiculous, and indicated a study will assess how efficiently allied forces of about one million are used before any final decision. General Westmoreland attended his mother's funeral and may meet the President before returning to Vietnam.

Court Rules L A Salary Hike Owing Court
The California Court of Appeal ruled that Los Angeles may owe its 1962 63 employees up to 3.5 million dollars in back wages. It reversed a prior decision that supported the city administrator's refusal of 3.53 million in pay increases. The ruling rests on the city charter requiring paying the prevailing community rate for similar jobs. The city administrator had proposed increases in 1962 but later withdrew them.

Assembly Passes 75-0 Bill to Protect Children from Smut
In Sacramento Wisconsin report shows the Assembly cleared the anti obscenity measure by a 75 to 0 vote on Wednesday sending it to the Senate. The Knox bill prohibits knowingly providing indecent material to those under 18 with penalties up to a 40,000 dollar fine and one year in jail for repeat offenses. The bill creates a state law double standard by targeting under 18 while leaving adult obscenity governed by existing law. The Senate rejected a presidential primary reform and committees advanced bills on women’s work hours and student status.
