Kennedy criticized for civil rights in NAACP critique
Roy Wilkins of the NAACP pressed President Kennedy to push Congress for new civil rights laws beyond executive orders, saying a complete attack requires legislation. The NAACP convention in Philadelphia will draw about 1,200 delegates. Wilkins praised some Kennedy appointments but urged keeping Congress in session until civil rights bills pass. He supported bills for a permanent civil rights commission a fair employment practices act and anti segregation measures. He avoided commenting on halting the freedom rides and noted NAACP membership nationwide.
