A Hoover Institution report projects 12 to 15 diesel submarines armed with four missiles off Hawaii and near California aimed at U.S. cities. The 13-member team notes China has not built nuclear subs yet but could form a mobile deterrent fleet within years, with submarines capable of three to four missiles and ranges up to 1,800 miles.

The California Assembly approved a bill 52 to 13 to raise the Cal Vet home loan limit from 5000 to 20000 dollars and extend eligibility to Vietnam veterans. It would use 50 million dollars from a veterans fund to issue revenue bonds, a move critics say burdens veterans. The measure proceeds to the Senate. A second bill excluding part time baby sitters from the state workers compensation law passed 68 to 0 and moves to the Senate.

Senate Approves Constitution Revision in California

Sacramento reports the Senate cleared a second phase of constitutional revision 27 to 11, with 20 Democrats and seven Republicans voting. The measure keeps Governor Reagan’s merit plan for selecting judges alive by extending the amendment submission deadline to July 22, allowing two weeks of urging in the Assembly. The most contested change would make the Superintendent of Public Instruction elective, with a three fourths vote in each house to alter the method.

State funds shift cost cut by bill

Sacramento The Assembly Ways and Means Committee approved AB 936 to bar the state from paying itself interest on interfund borrowings. The measure would repeal a rule requiring interest on loans from funds like the highway construction fund to the general fund. Proponents say taxes and fees should benefit the state as a whole, described as tax relief. The revision reduces constitutional language and aims to present final changes in 1970.

Parsons, only learned of the move after the fact.
