California jobless reserves warned in study

An independent actuarial firm Milliman and Robertson Inc says California unemployment insurance reserves would struggle to withstand a major recession even with a $600 million employer tax boost. Reserves were under 1 percent of wages in 1975, down from 6.4 percent in recent years, triggering calls to raise the 2.5 percent tax and to raise benefits. The report recommends a 4 percent trigger, taxation of benefits as income, denying benefits for retired workers, and raising minimum weekly benefits.
