Budget stalemate deepens as California weighs school funds
As the 1970 71 fiscal year begins without a budget, 130 000 state employees and state contractors operate on a credit basis. Democrats oppose the plan over school funding and potential tax hikes. A conference committee proposed measures to preserve school funds and aid counties, but no money sources were identified. Assembly members clash over responsibility and perceived bad faith. Despite objections, 22 Democrats vote for the budget while Mike Cullen rejects it citing budget growth under Reagan.
