Public workers bill powers strike and bargaining rights
A California Senate bill would give most state county and municipal employees the right to form unions and bargain collectively. It creates PERB to oversee employee relations and sets strict procedures for mediation fact finding and possible strikes or lockouts with safeguards for health and safety. Excludes elected officials military personnel supervisors and confidential staff while teachers and firefighters would be covered.
