Orange County Supervisors Order Smog Unit Legislation
The Orange County Board of Supervisors directed county staff to draft legislation making industry and auto owners responsible for funding a South Coast Air Quality District. The move follows a county meeting with Southern California air control representatives and opposition from Assemblyman Jerry Lewis to fees on polluters and a per-vehicle tax. State legislators from Orange County will be asked to manage the process. AB 181 would create the district with a $2 million state loan and a 10 percent penalty for nonpayment.
