Democratic youths plot against Sikes for Appropriations chair
The drive to dump Robert L. Sikes of Florida as chairman of the Appropriations subcommittee on military construction gathers steam with about 100 first and second year Democrats backing the effort. A rough estimate from Rep. Tobey Moffett places 70 second term and 30 to 35 freshmen ready to oppose Sikes, as reform-minded senior members may muster votes, though Speaker O Neill and Majority Leader Wright back reappointment.
