Newport Man Tops Bircher Continued From Page A-1

A Newport meeting of the Republican committee nominating Carpenter produced a harmonious session. Carpenter won easily on a standing vote while only a few of the 1,035 committee members rose. Reagan aide Philip Battaglia praised Carpenter as a gentleman who places the party first and indicated he would cast Reagan’s proxy vote for Carpenter. The gathering adopted routine resolutions praising party work and urging Reagan supporters to register as Republicans as Reagan recovers from illness. A controversy over a budget proposal was killed in committee. Governor Finch delivered the keynote, urging emergency budget steps and fiscal reform to balance the state budget. Halley will head the GOP machinery, with a term through 1968 or 1969, as the party seeks unity for future elections. Party leaders hope to keep Reagan policy intact and avoid intraparty clashes as California braces for 1968 and potential presidential considerations.

Honeymoon Over Some Solons Say Reagan Faces Test

Democratic leaders like Jesse Unruh privately doubt the honeymoon will last as lawmakers weigh a $473 million deficit and tough crime, pornography, and spending reforms. Unruh, a key ally, says the governor has won some support yet faces hard scrutiny from both houses as he campaigns to steady state government.
