Vice President Agnew and California Governor Reagan debated welfare reform in a state address and meeting. Reagan pushed AFDC reform toward public work, while Agnew warned of political risk and the need for hard social judgments. A small protest with Viet Cong flags greeted Agnew as he traveled to Palm Springs for a Sinatra center dedication.
