California Governor Brown unveils a 48.5 billion budget with an 6 percent tax relief plan targeting middle income homeowners and elderly renters. The plan promises 5 percent raises for most state workers, plus 22 new prisons in Southern California to expand capacity, funded by a projected 11.2 percent rise in tax revenues and a 1.2 percent unemployment drop. The budget also increases school funding, targets Serrano school equity, and seeks reforms to tax exemptions and mine deductions.
