United Nations Security Council by unanimous vote condemned Israel for its reprisal smash at Beirut airport and said Lebanon is entitled to compensation running into millions of dollars. Israel rejected the resolution calling the council morally bankrupt in the Middle East dispute. Yosef Tekoah condemned ignoring UN principles of equality of all member states. Russia has proposed a new Mideast peace plan.

In Lemmon South Dakota two girls walked 1 4 miles to safety after their stalled car, frostbitten. Temperatures plummeted 25 to 35 below zero in mountain states. Chicago fell with a deepening cold front.
More than 60 000 members of the Oil Chemical and Atomic Workers International Union appeared poised to strike late Tuesday night despite last minute talks. About 5 000 workers in the Long Beach area at various oil companies faced imminent strikes.
