California budget forecasters say per capita cigarette use fell from 136.6 packs three years ago to 124 in 1968, with a dip to 123 in 1969 and 121 in 1970 71. Smoking taxes should produce about 242 million yearly, while alcohol taxes bring in 123.95 million beginning July 1. Adults drank 3.60 gallons of liquor last year, likely 3.66 next year, and beer consumption rises from 27.3 to 27.7 gallons per adult in 1969 70.
A massive oil spill fouled Santa Barbara beaches forcing harbor closure. Harbor officials ordered 750 vessels ashore as oil crossed a protective boom amid fire hazards. Federal and Coast Guard teams planned a response as six oil firms resumed offshore drilling under new rules.

The governor televised a budget report stating 1969 70 expenditures will be well within revenue resources. He notes a projected 263 million dollar 1968 69 surplus, with 1088 million to fund 1969 70 and 100 million returned as proposed tax relief, plus a further 100 million tax cut for 1970 71.
