Job Training Shortfalls Hit Los Angeles and New York
Government figures show only 526 of 3,751 planned hires in Los Angeles were on the job as of June 1, and in New York 566 of 2,404 planned hires were staffed. Few firms near contract goals. several shut down or reorganized under bankruptcy laws, leaving creditors and bitter ghetto residents. One company received 1 million dollars to hire 335 workers but hired only 72 before restructuring. settlements paid less than 20 cents on the dollar. Former Labor Department official Stanley Rustenberg criticized SIP design as “damn fishy,” noting two core promises: hire and train hard core unemployed workers for permanent jobs and develop facilities near poverty areas.
